KBLI 2025: The Business Code Your Daycare or Course Centre Now Sits Under
Peraturan BPS No. 7 Tahun 2025 revoked KBLI 2020, so the codes 85133 and 85134 that a playgroup and a daycare centre used no longer exist. They are now 88906 and 88907, outside education. OSS and AHU applied KBLI 2025 on 15 June 2026 and converted most codes automatically, but a code that splits must be chosen by hand.
The four codes that stopped existing
Peraturan Badan Pusat Statistik Nomor 7 Tahun 2025 did not amend the classification Indonesian businesses register under. Pasal 6 revoked it, stating that Peraturan Badan Pusat Statistik Nomor 2 Tahun 2020 is revoked and declared no longer in force.
That matters more to a kids activity business than to most sectors, because the codes this sector used were not carried across. Under KBLI 2020 the early years sat in class 8513, Pendidikan anak usia dini, inside division 85 and section P Pendidikan.
Four five-digit codes lived there, and the licensing portal of Pemerintah Kota Tangerang still lists them under the heading P. Pendidikan. They are 85131 for a state TK, 85132 for a private TK or Raudatul Athfal, 85133 for a playgroup and 85134 for a daycare centre.
Search the annex of the 2025 regulation for any of those four and the count comes back 0. The class 8513 that held them is gone with them.
The regulation was signed on 17 December 2025, and Pasal 7 makes it effective on the date it was promulgated. Pasal 5 then gave every user of the classification six months from that promulgation to bring their own use of it into line.
Which KBLI 2025 code does a kids activity centre use now?
In brief: a TK stays in education on 85101 (state) or 85102 (private), while a playgroup moves to 88906 and a daycare centre to 88907. Most tutoring and enrichment centre work sits on 85595, sports and swim training on 85510, coding on 85592 and language courses on 85593.
That list is a summary, not a selection guide. For how to match your own timetable to a code, including a centre that runs more than one kind of class, see our guide to choosing the KBLI code for a tutoring centre or daycare.
Why did playgroup and daycare leave the education category?
Because the classification moved them out of education altogether, and that is the change most likely to be read past. Pasal 3 lists the sections, with education as section Q Pendidikan and social activity as section R Aktivitas Kesehatan Manusia dan Aktivitas Sosial.
Both 88906 and 88907 sit in group 889, Aktivitas Sosial Tanpa Akomodasi Lainnya. That group belongs to division 88, Aktivitas Sosial Tanpa Akomodasi, which belongs to section R.
So a private TK one street away stays in section Q on 85102, while the playgroup and the daycare centre now register under section R. The names of the codes did not change at all, which is exactly why nobody notices the move.
The consequence is not philosophical. Anything that keys off your section rather than your five-digit code, from a sectoral checklist to a form asking which sector you operate in, is now reading a different letter for the same building. Our note on whether a daycare or activity centre needs halal certification is one example of a sectoral requirement that turns on what kind of business you are.
Nothing in the classification decides what a licence requires. It decides which shelf the business is filed on, and government processes read that shelf before they read anything else.
The conversion the systems ran on 15 June
The national rule for the switch is a Surat Edaran Bersama signed on 25 March 2026 by Menteri Investasi dan Hilirisasi dan Kepala BKPM Rosan Perkasa Roeslani, Menteri Hukum Supratman Andi Agtas and Kepala Badan Pusat Statistik Amalia Adininggar Widyasanti. It set out how the adjustment would run inside OSS and inside the systems of the Direktorat Jenderal Administrasi Hukum Umum.
The day-by-day schedule comes from one local authority's published notice rather than from the Surat Edaran Bersama itself. DPMPTSP Kabupaten Gowa wrote that OSS would be down for maintenance on 13 and 14 June and would resume normal service from 15 June 2026.
DDTC News reports the same date for the systems themselves, stating that KBLI 2025 officially went live in AHU Online and OSS on 15 June 2026. The Kementerian Hukum put the alignment deadline across government systems at 18 June 2026.
Most of the work was done for you, and here the underlying authority is the Surat Edaran Bersama. It provides that where the change is only an adjustment of the numeric code, without changing the substance of the business activity, OSS and Ditjen AHU make the adjustment automatically.
DPMPTSP Kabupaten Gowa's notice repeats that rule from the operator's side, saying a business that already holds its licences does not need to change anything by hand if the change is only a code adjustment. If your old code mapped cleanly onto one new one, there is nothing for you to file.
What happens when one old code splits?
This is where the automation stops, and it is the only part of the change that can quietly leave a centre wrong. The Surat Edaran Bersama sets the conversion rules nationally, but the plainest description of this case is again one local authority's guidance: DPMPTSP Kabupaten Gowa, which says it draws on the central government's briefing material, calls it a One to Many conversion, where a single KBLI 2020 code corresponds to more than one KBLI 2025 code.
In that case the Gowa notice is explicit. The business must choose the correct KBLI 2025 code and the scope of its business activity by hand, because the choice is a statement about what the business actually does and the system will not make it for you.
A kids activity business is more exposed to this than a single-product company. Centres often registered a broad description years ago and now run a much narrower timetable, so the classification is asking for a decision the original registration never had to make.
The regulation does not publish a conversion outcome for your particular NIB, so the only way to know which case you are in is to open the record. A centre that registered broadly and then narrowed to swim and sports classes is the exact profile that needs to look.
No fine arrives for leaving this unanswered. What arrives instead is a mismatch that surfaces later, when a form, a sectoral requirement or a partner check reads a code that no longer matches the classes on your timetable.
Do I need a new permit, or a new deed?
No on both counts, as long as the business itself has not changed. DDTC News reports that basic requirements, business licences and supporting business licences already issued, verified or approved before KBLI 2025 was implemented remain valid.
A permit issued under the old code does not lapse because the number beneath it was renumbered. The Kementerian Hukum makes the same point about the deed, stating that if a business only needs its KBLI code converted without changing the type of business activity, the Administrasi Hukum Umum and Online Single Submission systems make the adjustment automatically.
The line is drawn at a real change of business rather than at the code. The Menteri Hukum put it plainly: businesses that only change code are sorted out automatically, and those whose business has actually changed should follow the procedure so their legal standing is secure.
So adding an after-school programme to a daycare, or opening a second vertical alongside your early education classes, is a change of activity and follows the ordinary procedure with a notary. Renumbering on its own is not.
That distinction is worth holding onto, because most of the advice circulating about this change was written for holding companies. It is about articles of association and notaries, and it does not describe a centre that has run the same classes since before the regulation existed.
A new code for the business that only makes the introduction
KBLI 2025 also created something the previous classification had no room for. Code 85610, Jasa Perantara Kursus dan Tutor, covers the business of putting a client and a teacher together without teaching anyone.
The text describes it as facilitating transactions between clients and training providers, for a fee or a commission, without the intermediary delivering any training or tutoring itself. It applies whether the introduction happens through a digital platform or through a non-digital channel.
That is a real distinction for anyone running two things at once. A centre that teaches its own classes and also refers families to a partner tutor for a commission is describing an activity the classification now names on its own.
It is also a reminder of what the update was for. The classification grew a code because the arrangement became common enough to count, not because a rule about it changed.
How do I check what my own NIB says?
Open the OSS record rather than trusting a document printed before the switch. The code shown there is the one other systems will read, and it is the only version that reflects the conversion.
Compare the code against what you teach this term, not against what you planned when you registered. If the scope still describes the classes on your timetable, nothing further is needed.
If it does not, that is the One to Many case, and the choice belongs to you rather than to the system. DPMPTSP Kabupaten Gowa's notice states the duty as choosing the correct KBLI 2025 code and the scope of the business activity by hand, and our KBLI code selection guide covers how to make that choice.
Do the check once for each legal entity you hold, not once for each site. A foundation running the playgroup and a separate CV running the swim programme are two registrations, and only one of them may have converted cleanly.
The quiet paperwork this touches
The code is not only a line in the OSS record. It is the value other systems quote back at you, so any document you produced carrying the old number now disagrees with the register.
That includes contract templates, partnership forms and anything a landlord or a franchise partner asked you to complete. None of them become invalid, but the next person to compare them against your NIB will find two different numbers for one business.
How an education business is taxed is looked up against what the business does, and the code is how that is stated. It is worth revisiting alongside this, because our earlier note on PPN and PPh for a daycare or bimbel was written while the old classification was still in force.
There is nothing urgent left if your conversion was the simple kind. There is one decision outstanding if it was not, and it is the sort that costs nothing today and an afternoon of explaining later.
